DISCUSSION AND OUTLOOK ---------------------- At 1100 PM AST (0300 UTC), the center of Tropical Storm Philippe was located near latitude 15.4 North, longitude 40.9 West. Philippe is moving toward the west near 14 mph (22 km/h). A continued westward motion at a slightly slower forward speed is expected into early next week. Maximum sustained winds are near 40 mph (65 km/h) with higher gusts. Gradual strengthening is expected during the next few days. Tropical-storm-force winds extend outward up to 115 miles (185 km) from the center. The estimated minimum central pressure is 1005 mb (29.68 inches).
